Meaning
“One whose happiness is within, whose delight is within, whose light is within, that yogi, becoming Brahman, attains the bliss of Brahman. The seers whose impurities are destroyed, whose doubts are cut, who are self-controlled and delight in the welfare of all beings, attain the bliss of Brahman. To those austere ones freed from desire and anger, who know the Self with controlled minds, the bliss of Brahman lies near on every side.”
